Verified help for every Zambian home.

SUNGA connects households to identity-checked, reference-checked and police-clearance-verified housekeepers, nannies, cooks and groundskeepers — and gives maid centres in all ten provinces a place to register, keep their documents in order, and be found. Choose how you want to start.

✓ NRC verified✓ Police clearance✓ References checked✓ Free for helpers

Choose your path

free for helpers, always

Sign in to your household

One account keeps your helpers, checks, contracts and reviews in one place. New to SUNGA? Create a household account in two minutes — you can also browse verified helpers first, free.

Helpers never pay to be on SUNGA. Households and maid centres pay for the platform.

Sign in to your maid centre

Keep your roster, documents and placements in one console. New to SUNGA? Register your centre once — PACRA certificate, Labour Commissioner permit and ZRA documents — and your verified staff become searchable across all ten provinces.

The helpers on your roster never pay anything. Centres pay a small SaaS fee per roster seat.
Both sides are verified. Householders and helpers each consent to their own checks. Helpers never pay a fee to be on SUNGA — employers and centres do.

Guarding every Zambian home.

SUNGA is Zambia's verified home-support platform. Every housekeeper, childminder and groundskeeper on this dashboard has been identity-checked, reference-checked and police-clearance-checked — with their consent, on their terms, and with their rights protected by our charter.

Searches the verified register by name or SUNGA ID. Never by tribe, religion, HIV status, pregnancy or marital status.

Age & right to work
Hard block on any profile under 18. Child-labour safeguards enforced at registration.
Prohibited checks — hard-blocked by design. SUNGA will never run, request or display: HIV status, pregnancy or fertility tests, tribe, religion, political affiliation, marital status, sexual orientation, or a partner's details. These are unlawful grounds in Zambia and the platform refuses them at API level — an employer cannot even submit the request.

Protecting the worker

  • Worker consents to every individual check
  • Worker sees exactly what the employer sees
  • Every profile view is logged and visible to the worker
  • Right of reply before any flag is upheld
  • Appeal window on every outcome
  • Workers never pay to be listed or verified
  • Documents auto-purge after retention period

How SUNGA works

60-second overview

In Zambia, most households hire on a handshake and a referral from a neighbour. The result is that a small minority of bad actors move from home to home, while thousands of honest, skilled women and men stay invisible, unpaid fairly, and without papers. SUNGA fixes both sides of that at once.

STEP 1 · WORKER

Build a verified profile

A housekeeper, childminder or groundskeeper registers free — NRC, photo, training certificates, references, work history. Consent is captured per check. Workers never pay.

STEP 2 · AGENCY

A centre or agency endorses

Registered maid centres and training institutions load their roster, validate certificates and run practical skills assessments. Their accreditation is visible on every profile.

STEP 3 · EMPLOYER

Search and check

A household searches by role, location, language and tier — then runs or reviews the full check stack, with a written contract and lawful wage floor generated automatically.

STEP 4 · BOTH SIDES

Two-way accountability

Reviews run both directions. Flags have evidence, right of reply and appeal. Serious cases go to arbitration — not to WhatsApp rumours.

The problem, stated plainly

The household's fear

Theft of cash, phones, fuel and food. Keys copied. A child left unattended. A worker who disappears with a month's advance. No way to check anyone, because the "reference" is a phone number written on a scrap of paper.

The worker's fear

Wages withheld. No contract. Confiscated NRC. Fourteen-hour days with no rest day. Accused of theft with no hearing, blacklisted in the compound by rumour, and no way to clear her name.

Why nothing has fixed it

Informal hiring has no record. Maid centres operate in isolation with paper files. Nobody validates certificates. Nobody tracks when a police clearance expires. And no platform has ever protected both sides at the same time.

SUNGA's position: a vetting platform that only protects the employer becomes a blacklist machine. A platform that only protects the worker becomes unusable for families. The entire design here is built so that verification protects the honest worker and exposes the dishonest one — and the worker holds the controls on their own data.

An expired check does not delete the professional. It downgrades their displayed tier and blocks new engagements until renewed — the worker is notified immediately so they are never surprised at an interview.

What a "clear" result actually means

A police clearance in Zambia reflects what is recorded at the time it is issued. It is a snapshot, not a permanent state. SUNGA therefore:

  • Records the certificate number and issue date
  • Tracks the expiry and forces renewal
  • Never implies the check is a guarantee of future conduct
  • Displays the exact issue date next to every "clear" badge
Honest limitation. No vetting platform can promise a worker will never steal. What SUNGA promises is that identity is real, records were checked and dated, references were actually called, and any allegation is handled with evidence and a hearing instead of rumour.

The rule that makes this fair: raising a flag is easy, but it has no effect on a worker's profile until it is upheld after the worker has been given the evidence and a chance to reply. Unproven allegations are never shown to other employers, are never searchable, and cannot be used to blacklist anyone. This is what separates SUNGA from a rumour mill.

Flag categories

Against a worker

Theft / missing property Property damage Absence / no-show Substance use at work Breach of contract Safety risk to a child Unsafe conduct

Against an employer

Non-payment / short payment of wages Excessive hours / no rest day Document confiscation (trafficking red flag) Verbal or physical abuse Discrimination Unlawful dismissal Unsafe or degrading accommodation Unlawful medical demands

Severity & evidence thresholds

SeverityExamplesEvidence required
SeriousTheft, abuse, child safety, document retentionDocumentary or police evidence — mandatory
ModeratePersistent absence, contract breach, wage shortfallAt least one corroborating record
MinorPunctuality, conduct, communicationStatement from both parties; resolved by mediation
A serious flag without evidence is logged for pattern analysis but cannot be upheld and cannot be published. This is the single most important control in the system.

Anti-abuse controls

  • Household flag history is scored — repeat unfounded flags downgrade the household
  • Workers see who flagged them and why, in full
  • Free agency advocate offered to any worker facing a serious flag
  • Employer accounts with 3+ dismissed flags lose flagging privileges
  • All case files retained for audit, even after dismissal

Escalation to authorities

Certain matters are not for a private platform to resolve. SUNGA refers directly, with the worker's consent and support:

  • Document confiscation / forced labour → Anti-Human Trafficking Unit
  • Physical or sexual abuse → Zambia Police Victim Support Unit
  • Wage theft and unlawful dismissal → Labour Commissioner
  • Child labour concerns → Social Welfare

Reviews — both directions

Only verified engagements

A review on SUNGA can only be written by someone who actually had a placement through the platform — and the professional can review the household back. Both reviews are published together. An employer with a bad record of treatment is as visible as a worker with a bad record of conduct.

Why this matters. A household that withholds wages, confiscates documents or refuses rest days becomes visible to every professional on the platform — and they will decline the job. That is how the market itself starts enforcing decent work, without needing a court.

The SUNGA Charter

Verification must never become a weapon. These are the commitments that make SUNGA safe for the people who work in our homes — and they are enforced in the code, not just in a policy document.

Rights of the Home Support Professional

7 guarantees
  • Free, always. Workers never pay to register, be verified, be listed or apply for a job. Employers and agencies pay for the platform.
  • Informed consent, per check. Every check is authorised individually, in plain language, in a language the worker reads. Nothing is bundled into a blanket "I agree".
  • Full visibility. A worker sees exactly what an employer sees, including their own reviews, flags, documents and tier.
  • Know who looked. Every profile view, every check run, every shortlist entry is logged and visible to the worker.
  • Right of reply. No flag is ever upheld without the worker receiving the full case file and a fair chance to answer.
  • Right of appeal. Every outcome can be appealed within 14 days to a different reviewer.
  • Right to be forgotten. Non-statutory data is purged on the published retention schedule, and a worker may withdraw consent at any time.

Obligations of the Employer

enforced
  • Provide a written contract before work begins
  • Pay at or above the statutory minimum — the platform blocks below-floor offers
  • Grant a weekly rest day and lawful leave
  • Provide safe, dignified accommodation where live-in
  • Never retain the worker's NRC, passport or certificates
  • Never demand an HIV test, pregnancy test or any other prohibited check
  • Register NAPSA / NHIMA where applicable
  • Keep no cameras in bedrooms, bathrooms or staff accommodation
  • Follow a fair process before dismissal, and use SUNGA's case system rather than rumour

How the charter is enforced in the product

🚫
Prohibited fields cannot be submitted
HIV status, pregnancy, tribe, religion and marital status do not exist as fields in the database. The API rejects them with a logged error.
🔒
Below-minimum wages are blocked
The wage field is validated against the live statutory minimum. An employer cannot send an unlawful offer.
👁
Access log is worker-facing
"Who viewed my profile" is a first-class screen in the worker app, not a hidden admin feature.
⏳
Auto-purge runs on schedule
A nightly job deletes records past their retention window and writes the deletion to the audit log.
📵
Camera registration blocked
CCTV device registration in prohibited zones is refused and the worker is notified of the attempt.
🆘
Panic-report path
A worker can raise an abuse or trafficking concern in two taps, with or without evidence, and reach a human within 24 hours.

Naming that restores dignity

the language matters

Words carry the whole problem. "Garden boy" reduces a grown man with nine years of horticulture experience to a child. "Maid" describes a person by their servitude rather than their skill. SUNGA's entire vocabulary is designed so that a professional can hand their profile to their own daughter without shame.

Say this instead of…

SUNGA moderates its own reviews for this vocabulary. A review using a degrading term is returned to the author for rewording before publication — not deleted, but corrected.

How we respect human rights

SUNGA is designed and measured against international and Zambian instruments on decent work and human dignity. These commitments are written into our terms of service and reviewed at every release. They are not slogans — they are acceptance criteria: a feature that weakens a worker's dignity, privacy or safety does not ship.

Universal Declaration of Human RightsFair pay, rest and just conditions for every worker (Articles 23–24) underpin every household placement.
ILO Convention 189Decent work for domestic workers — written contracts, notice periods and fair hours are the minimum we enforce, and we campaign for Zambia's ratification.
ILO C138 & C182Minimum working age and the absolute ban on the worst forms of child labour. No child is ever placed or employed through SUNGA.
ILO C100 & C111Equal pay for work of equal value and zero discrimination in hiring, placement or pay — never by tribe, religion, HIV status, pregnancy or marital status.
UN Guiding Principles on Business & Human RightsWe commit to know our actual and potential impacts on workers and to remedy harm where it is ours.

Maid centre & agency portal.

If you run a maid centre, a domestic-staff agency or a home-help bureau anywhere in Zambia, register here. Upload your compliance documents once, keep them current, and your verified staff become searchable by households in all ten provinces. Centres pay a small SaaS fee — the helpers on your roster never pay anything.

How we treat your documents. Files are stored in Zambia, encrypted at rest, and visible only to SUNGA reviewers and you. Under the Data Protection Act No. 3 of 2021 we hold them for verification only, never sell them, and delete them on request — except records the law requires us to keep for a set period.

3 · Load your roster

Android-first, offline-tolerant, data-light. The worker app is deliberately the most carefully designed screen in the product: it must be usable by someone with a low-end phone, intermittent data, and every reason to distrust a platform that holds their personal records. Big targets, plain language, one action per screen, and a visible consent switch on every check.

How SUNGA looks on a phone

390 px · Android-first

Most Zambian households and helpers will meet SUNGA on a phone first. These are the three opening screens — the two-choice landing page, the helper's own app, and the maid centre's app. Big targets, one action per screen, low data, and a consent switch visible wherever a check is run.

Responsive by design

📶
Low-data first
Opens on 2G/3G and low-end Android. Critical screens cached; consent works offline.
📱
One action per screen
Big touch targets and plain language in five local languages, plus USSD for feature phones.
🛡
Consent always visible
Every check shows its own switch. Nothing is shared without the helper's explicit tap.
This prototype's own pages also collapse to a single column on a phone: the sidebar becomes a swipeable strip along the top and every grid stacks. Try this link on your handset.

SUNGA

Verified home support. Dignified work. Peace of mind.

The name

recommended

SUNGA — from sunga, the Nyanja/Chewa word for to keep, guard, watch over — the promise a household makes to the person who looks after it, and the promise the platform makes to the professional's record.

It carries three meanings at once, which is why it works:

  • Human. It says what the work actually is — keeping — not the servitude the word "maid" implies. Nobody is a "boy" or a "girl" on SUNGA.
  • Trustworthy. Keeping is entrusted to people you trust with what matters most. That is exactly the promise of a verification platform.
  • Two-sided. Keeping runs both ways: the household is kept safe, and the helper's record is kept safe too — paid fairly, consented, protected.
Pronunciation: SOO-ngah. Two syllables, natural in Nyanja, Bemba, Tonga and Lozi, and easy in English. Spells cleanly as a domain and app name.

Alternative names

if SUNGA is taken
NameLanguage / meaningWhy it works
SUNGANyanja/Chewa — to keep, guard, watch overRecommended. Warm, dignified, two-sided and unmistakably Zambian. See the card opposite.
MTENDERENyanja/Bemba — peace, calmStrong peace-of-mind promise. Soft; can read as a place name.
CHISOMONyanja/Chewa — grace, favourGentle and dignified. Slightly religious connotation.
MOYONyanja/Bemba/Tonga — lifeShort, warm and pan-Zambian. Broad meaning, less specific to care work.
CHITHANDIZONyanja — help, assistanceSays "help" directly. Longer; harder to spell for non-Nyanja speakers.
CHITETEZONyanja — protection, securityUnmistakable safety promise. Less warm; can sound like security hardware.
KAKANDALozi — strength / of the familyDistinctly western-Zambia. Regional reach is narrower.
Before committing, run a name search with PACRA, check domain availability for sunga.zm and sunga.co.zm, and confirm no existing trademark in the same class. I have not verified availability.

Brand identity

Palette

#0B7C55 · #0F9B67 · #DE7615 · #F59A2E · #F7F4EE

Deep green reads as trust, land and steadiness. Copper is the Zambian copperbelt — warm, local, and a deliberate step away from the cold blue-grey of foreign tech platforms.

Voice

  • Plain, not corporate. "Your police clearance expires in 42 days" — not "verification lifecycle event".
  • Both-sides framing. Never describe only the employer's risk.
  • No fear marketing. Sell peace of mind, not paranoia about "your maid".
  • No degrading nouns. Ever, in any language.
  • Honest about limits. A clearance is a snapshot, and we say so.

Logo direction

The mark is a warm, rounded letter S that doubles as a protective curve around a home — keeping wrapped around the household. It reads as a monogram at small sizes and as a shelter up close.

Avoid: broomsticks, aprons, dusters, houses with roofs, hands holding hands, globe-and-swoosh. Those reduce the professional to the job.

Taglines

  • "Your home, kept safe."
    Primary — trust and protection
  • "Verified on both sides."
    Trust and fairness
  • "Who is in your home?"
    Employer-facing campaign
  • "Your work. Your record. Your rights."
    Worker-facing campaign

Technical architecture

Client

  • Flutter — one codebase, Android-first (Zambia is overwhelmingly Android), iOS later
  • Offline-first: SQLite local store, background sync, queue writes when offline
  • Data-light: compressed images, aggressive caching, works on 2G/EDGE
  • USSD + SMS gateway for feature phones — registration, job alerts, check status
  • WhatsApp Business API for notifications — where Zambians actually read messages

Backend

  • NestJS or Django + PostgreSQL — relational integrity matters here
  • Redis + BullMQ for check queues and retention jobs
  • Object storage for documents with envelope encryption, per-record keys
  • Append-only audit log (write-once, no UPDATE or DELETE grants)
  • Every PII field encrypted at column level with a KMS-managed key
  • Field-level access control so a support agent cannot read NRC numbers

Integrations

  • National Registration — NRC identity validation (partnership required)
  • Zambia Police — clearance verification workflow
  • TEVETA — certificate validation against the issuing register
  • RTSA — driving licence and record check for driver roles
  • NAPSA / NHIMA — registration status checks
  • Mobile money — MTN MoMo, Airtel Money, Zamtel Kwacha for wages
  • Liveness / face match vendor for anti-spoof identity
  • PACRA — agency licence verification
Hosting and data residency. The Zambia Data Protection Act restricts cross-border transfer of personal data without adequate safeguards. Plan for a primary deployment in an African region (AWS Cape Town or Azure South Africa), or a Zambian data centre for the PII store, with everything else mirrored. Confirm with the Registrar before launch — I have not verified current residency requirements.

Roadmap

PhaseWindowScopeSuccess measure
Phase 0
Foundation
0 – 6 weeks Brand and naming cleared. Zambian legal review of the check stack and rights charter. MoUs with 5–10 Lusaka agencies. Police and TEVETA integration conversations opened. Prototype in front of real families and real workers. Legal opinion received · 10 agency MoUs signed · 40 worker interviews completed
Phase 1
MVP — Lusaka
2 – 5 months Worker app (profile, consent, jobs, rights). Employer app (household, search, checks). Agency console (roster, verification). Manual check pipeline run by an ops team. Free for workers, paid for households and agencies. 1,000 verified professionals · 250 households · 150 placements · 0 unresolved P0 bugs
Phase 2
Trust layer
5 – 9 months Automated police clearance workflow. Reviews both directions. Flags with full case workflow, right of reply and appeal. Contract generator. Wage payments and payslip history. Expiry radar and re-check automation. 70% of checks automated · median case resolution <14 days · 4.5+ average worker rating
Phase 3
Scale — Copperbelt
9 – 15 months Ndola, Kitwe, Chingola. USSD/SMS fallback. Insurance product (theft cover) with a Zambian insurer. Training marketplace with revenue share to agencies. Institutional accounts (lodges, clinics, schools). 5,000 professionals · 1,200 households · Copperbelt 30% of volume · insurance attach rate 15%
Phase 4
Regional
15 – 30 months Malawi, Zimbabwe, Botswana, then Kenya and Nigeria. Localised check stacks per jurisdiction. Regional reputation portability — a verified worker who moves country keeps their record. 3 countries live · 25,000 professionals · regional check-stack library

Hard rule: no revenue line may charge the worker for being found, verified, listed or hired. That single constraint is what keeps the platform credible with the people it exists to protect.

Why households pay

  • Replacing a worker who steals or vanishes costs far more than a subscription
  • A written contract and documented process removes family arguments
  • Expiry tracking means never being caught with a lapsed clearance
  • Two-way reviews reveal which households are good employers — and which workers will actually accept the job

Why agencies pay

  • Their paper files become a digital, verifiable roster
  • Their certificates get validated instantly and lift their people's tiers
  • They stop losing placements to unlicensed competitors
  • Their upheld-complaint rate becomes a selling point, not a rumour

Why workers stay

  • Free, permanently
  • A portable, verifiable reputation they own — it survives leaving an employer
  • Visibility of who is looking at them, and why
  • Evidence when an employer withholds wages
  • A way to clear their name if accused
  • Training that upgrades their tier and therefore their wage
The worker's portable reputation is the moat. An employer can copy a directory. Nobody can copy twelve thousand people who trust a platform enough to keep their record there.

Risks and how to handle them

RiskImpactMitigation
Platform becomes a blacklist that ruins innocent workersSevereFlags have no effect until upheld with evidence; full right of reply; appeal; unproven flags never published; employer flag history scored
Government integration delays (Police, NRC, TEVETA)HighLaunch with manual ops verification; build the API layer so integrations drop in later without redesign
Data breach exposing NRC numbers and addressesSevereColumn-level encryption, per-record keys, field-level access control, immutable audit log, penetration testing before launch
Workers without smartphones cannot joinHighUSSD and SMS fallback from Phase 3; agency-assisted registration; WhatsApp flows
Employers go off-platform to avoid feesHighValue stays after hiring — expiry tracking, contracts, payslips, case system, reviews. The platform is not just a directory
Unaffordable for the families who need it mostHighTiered pricing; a subsidised band funded by institutional accounts; free tier for single-worker households
Bad actors register as agenciesHighPACRA verification mandatory; premises check; code of conduct; monthly licence re-check; instant suspension on red flag
Retaliation against a worker who reports abuseSevereAnonymous reporting path; agency advocate at no cost; immediate referral to the Victim Support Unit; employer suspension pending review
Legal challenge over defamation from a published flagMediumOnly evidence-backed, upheld findings published; written reasons; appeal exhausted first; legal review of the publication policy

What to do this week

Commercial

  • Clear the name: PACRA search, domain, trademark class check
  • Sign MoUs with 5 Lusaka agencies for the pilot
  • Interview 20 households and 40 workers — test the pricing and the rights charter with real people

Legal

  • Engage Zambian counsel on the Employment Code, the current minimum-wage order and data protection
  • Draft the worker consent text in English, Nyanja and Bemba
  • Draft the publication policy for upheld flags

Technical

  • Open conversations with Zambia Police and TEVETA on verification access
  • Build the consent ledger and audit log first — they are the foundation, not a feature
  • Prototype the worker app on a low-end Android device on a 2G connection
The one-sentence pitch. SUNGA is the Zambian platform where a household can verify a housekeeper, childminder or groundskeeper down to the police clearance — and where that professional, for free, owns a portable verified reputation, sees exactly what is said about them, and cannot be blacklisted by an unproven rumour.

Onboarding

Consent is the gate

Two tracks, and neither one is a form-filling exercise. Onboarding is where SUNGA earns the right to process personal data at all — so every step records a lawful basis, a purpose and a retention period before the next step unlocks. Nothing sensitive is collected until the professional has granted that specific consent, and any consent can be withdrawn as easily as it was given.

0 of 6 steps complete

Worker track — free, always

≈ 9 minutes
1
Register with a phone number
Name, phone, district, the work she wants. No NRC number yet, no documents yet, and no fee at any point.
Lawful basis: consent
2
Read the Rights Charter — in her language
English, Nyanja or Bemba, spoken aloud if she prefers. She must be able to say what she is agreeing to.
Transparency
3
Consent ledger — one purpose at a time
Identity, police clearance, references, training, optional medical verdict, visibility to employers. Each granted or refused separately.
Explicit consent · sensitive data
4
Identity & police clearance
NRC and clearance collected only after step 3. Encrypted at rest, restricted to verification officers, every read logged.
Sensitive data safeguards
5
Human review, then a tier
No algorithm awards a trust tier on its own. An officer records the decision and the reason; she can see it and challenge it.
Right not to be subject to automated decisions
6
Profile live — and she owns it
She sees who viewed her, can correct anything wrong, and can withdraw consent or close the account. An agency can co-sign, never edit or delete.
Access · correction · erasure
Tap any step to jump. The bar tracks real completion, not decoration.

Household track — the employer pays

≈ 6 minutes
1
Create the household account
Name, phone, address of the household. One account per home, not per adult.
Lawful basis: contract
2
Accept the employer code of conduct
No holding of NRC or passport. No prohibited check. No wage withholding. Accepting is recorded and dated.
ECA · anti-trafficking
3
Verify the employer
NRC for an individual household; PACRA number plus the Labour Commissioner permit for an agency.
ECA ss. 107–109
4
Fair-pay declaration
The offer cannot fall below the statutory floor for domestic work. The figure is pulled live from the current Ministerial Order.
Minimum wage
5
Search, shortlist, hire
Search returns name and SUNGA ID only. A check result reaches the household only after the professional approves that release.
Purpose limitation
Worker supply is the constraint. Nothing here may shift a cost onto the worker.

Why onboarding is a legal control

  • Consent must be explicit and unbundled for sensitive data — identity, biometrics, health, criminal-record checks. One blanket tick is not consent.
  • Withdrawal must be as easy as granting. If a professional can consent in two taps, she must be able to withdraw in two taps.
  • Notice comes before collection, not after. The privacy notice is shown at the step where the data is asked for.
  • Referees are data subjects too. A reference request carries its own notice and lawful basis.
  • No fee to the worker, ever. The Employment Code forbids charging a prospective employee — this is enforced in the payment code, not the policy document.

Retention is a hard statutory cap, not a preference. Deletion must be real deletion — not a status flag on a record that still exists.
Design rule. If a step cannot name its lawful basis, its purpose and its retention period, the step does not ship. That constraint is what keeps the build aligned to the Data Protection Act as the product grows.

Consent ledger

6 of 6 purposes consented
Every purpose is granted separately, is dated, is versioned, and can be withdrawn here. Withdrawal cascades: processing stops and the affected records are queued for deletion. This is the record the Commission asks to see.
Identity verification — NRC
Purpose: prove who she is · Explicit consent · Retention: purpose + 1 year
Granted
Police clearance check
Purpose: criminal-record check for household work · Explicit consent · Result shared only on release approval
Granted
Reference contact
Purpose: confirm work history · Referees receive their own notice · Retention: purpose + 1 year
Granted
Profile visible to employers
Purpose: be found for work · Name and SUNGA ID only · She can hide her profile at any time
Granted
Medical check — optional
Purpose: fitness for the role · Sensitive health data · Verdict only, never the report · Fully refusable
Granted
Location data for matching
Purpose: distance to the household · Coarse district only, never live tracking
Granted
Seven purposes can never appear on this list. HIV status, pregnancy, tribe or ethnicity, religion, political opinion, marital status and sexual orientation are hard-blocked in code. An attempt to request one is logged in prohibited_check_attempts and surfaced to compliance — because the attempt itself is the risk.

Dismissed flags are the most reputationally dangerous records SUNGA holds. They are deleted on the same clock as everything else — an unproven accusation must not live forever.

Data subject rights

✓
Request received
In-app, USSD, phone or at an agency desk. Identity verified before any data is released.
✓
Logged and clocked
Every request gets an owner, a timestamp and a due date. Nothing is handled by memory.
3
Fulfilled in plain language
Access, correction or erasure — explained in English, Nyanja or Bemba.
4
Refusal with reasons
Where erasure cannot be granted, the reason is given in writing and the appeal route is stated.
A deletion request that cannot be honoured must never be silently ignored. Refusal with reasons is a lawful outcome; silence is not.

Hour 0Detect and contain
Hour 1–2Assess scope and severity
Hour 2–6Notify the Commissioner
Hour 6–24Notify affected data subjects
AfterWritten record and remediation
24 hours is not much time. Templates, a named on-call owner and a decision log must exist before launch — not be improvised during the first incident.

A processor may not engage another processor without the controller's prior written authorisation. Every row here needs a signed agreement naming its own sub-processors.

Cross-border transfer

Sensitive data may not leave Zambia without the data subject's consent. A cross-border transfer additionally needs standard contracts or an intragroup scheme approved by the Commissioner, a Ministerial prescription, or the Commissioner's approval — and the registration form requires a separate authorisation application for any transfer outside Zambia.

  • NRC and identity documents
  • Police clearance results

  • Pseudonymised availability and district
  • Role category and tier counts
  • Aggregated platform metrics

Every agency on the platform is re-checked monthly for a live permit. An unpermitted agency is suspended, not grandfathered.

Children's data

  • Only what the placement genuinely requires — never a child's name where an age band will do
  • Parental or guardian consent recorded where children's data is processed
  • Childminding placements restricted to adults with the right to work
  • No child's photograph, school or routine stored on the platform

Security controls

  • Field-level encryption for NRC, clearance references and medical verdicts
  • Keys held separately from the application database
  • Every read of a sensitive record logged, not just writes
  • Append-only audit log covering consent, checks, flags and admin overrides
  • Least-privilege roles; no bulk export by default
Standing caveat. This view shows how the platform is built to satisfy Zambian law. It is not legal advice, and no statutory figure, fee, period or penalty is asserted as current. Registration numbers, fees, renewal cycles and turnaround times must be confirmed with the Data Protection Commission, the Labour Commissioner and Zambian counsel before launch.
