How SUNGA works
60-second overviewIn Zambia, most households hire on a handshake and a referral from a neighbour. The result is that a small minority of bad actors move from home to home, while thousands of honest, skilled women and men stay invisible, unpaid fairly, and without papers. SUNGA fixes both sides of that at once.
Build a verified profile
A housekeeper, childminder or groundskeeper registers free — NRC, photo, training certificates, references, work history. Consent is captured per check. Workers never pay.
A centre or agency endorses
Registered maid centres and training institutions load their roster, validate certificates and run practical skills assessments. Their accreditation is visible on every profile.
Search and check
A household searches by role, location, language and tier — then runs or reviews the full check stack, with a written contract and lawful wage floor generated automatically.
Two-way accountability
Reviews run both directions. Flags have evidence, right of reply and appeal. Serious cases go to arbitration — not to WhatsApp rumours.
Who uses SUNGA
The problem, stated plainly
The household's fear
Theft of cash, phones, fuel and food. Keys copied. A child left unattended. A worker who disappears with a month's advance. No way to check anyone, because the "reference" is a phone number written on a scrap of paper.
The worker's fear
Wages withheld. No contract. Confiscated NRC. Fourteen-hour days with no rest day. Accused of theft with no hearing, blacklisted in the compound by rumour, and no way to clear her name.
Why nothing has fixed it
Informal hiring has no record. Maid centres operate in isolation with paper files. Nobody validates certificates. Nobody tracks when a police clearance expires. And no platform has ever protected both sides at the same time.

Hiring checklist
7 items- Confirm the check stack is current (not expired)
- Interview — two sessions, one with the family present
- Contact at least two references yourself
- Generate the written contract
- Agree hours, rest day and leave in writing
- Register NAPSA / NHIMA where applicable
- Induct on household safety, keys and valuables
Red flags to watch
- Pressure to skip verification "because she is my cousin"
- A worker who will not consent to a police check
- An agency that cannot show its PACRA number
- Any request for a pregnancy or HIV test
- An employer asking to hold the worker's NRC

What a "clear" result actually means
A police clearance in Zambia reflects what is recorded at the time it is issued. It is a snapshot, not a permanent state. SUNGA therefore:
- Records the certificate number and issue date
- Tracks the expiry and forces renewal
- Never implies the check is a guarantee of future conduct
- Displays the exact issue date next to every "clear" badge

Non-payment / short payment of wages Excessive hours / no rest day Document confiscation (trafficking red flag) Verbal or physical abuse Discrimination Unlawful dismissal Unsafe or degrading accommodation Unlawful medical demandsSeverity & evidence thresholds
| Severity | Examples | Evidence required |
|---|---|---|
| Serious | Theft, abuse, child safety, document retention | Documentary or police evidence — mandatory |
| Moderate | Persistent absence, contract breach, wage shortfall | At least one corroborating record |
| Minor | Punctuality, conduct, communication | Statement from both parties; resolved by mediation |
Anti-abuse controls
- Household flag history is scored — repeat unfounded flags downgrade the household
- Workers see who flagged them and why, in full
- Free agency advocate offered to any worker facing a serious flag
- Employer accounts with 3+ dismissed flags lose flagging privileges
- All case files retained for audit, even after dismissal
Escalation to authorities
Certain matters are not for a private platform to resolve. SUNGA refers directly, with the worker's consent and support:
- Document confiscation / forced labour → Anti-Human Trafficking Unit
- Physical or sexual abuse → Zambia Police Victim Support Unit
- Wage theft and unlawful dismissal → Labour Commissioner
- Child labour concerns → Social Welfare
Reviews — both directions
Only verified engagementsA review on SUNGA can only be written by someone who actually had a placement through the platform — and the professional can review the household back. Both reviews are published together. An employer with a bad record of treatment is as visible as a worker with a bad record of conduct.

The SUNGA Charter
Verification must never become a weapon. These are the commitments that make SUNGA safe for the people who work in our homes — and they are enforced in the code, not just in a policy document.
Rights of the Home Support Professional
7 guarantees- Free, always. Workers never pay to register, be verified, be listed or apply for a job. Employers and agencies pay for the platform.
- Informed consent, per check. Every check is authorised individually, in plain language, in a language the worker reads. Nothing is bundled into a blanket "I agree".
- Full visibility. A worker sees exactly what an employer sees, including their own reviews, flags, documents and tier.
- Know who looked. Every profile view, every check run, every shortlist entry is logged and visible to the worker.
- Right of reply. No flag is ever upheld without the worker receiving the full case file and a fair chance to answer.
- Right of appeal. Every outcome can be appealed within 14 days to a different reviewer.
- Right to be forgotten. Non-statutory data is purged on the published retention schedule, and a worker may withdraw consent at any time.
Obligations of the Employer
enforced- Provide a written contract before work begins
- Pay at or above the statutory minimum — the platform blocks below-floor offers
- Grant a weekly rest day and lawful leave
- Provide safe, dignified accommodation where live-in
- Never retain the worker's NRC, passport or certificates
- Never demand an HIV test, pregnancy test or any other prohibited check
- Register NAPSA / NHIMA where applicable
- Keep no cameras in bedrooms, bathrooms or staff accommodation
- Follow a fair process before dismissal, and use SUNGA's case system rather than rumour

| Employment Code Act No. 3 of 2019 | Governs domestic workers: contracts, hours, rest, leave, notice, termination | Contract generator, hours tracking, rest-day enforcement, leave accrual, fair-termination workflow |
| Ministerial Order — minimum wage (domestic workers) | Sets the statutory wage floor | Live wage floor validation; below-floor offers blocked at submission |
| Zambia Data Protection Act No. 3 of 2021 | Lawful basis, consent, purpose limitation, data-subject rights, retention, cross-border transfer | Per-check consent ledger, access logging, retention schedule with auto-purge, data-subject request portal, cross-border transfer blocked by default |
| Anti-Human Trafficking Act No. 11 of 2008 | Document confiscation, forced labour, movement control | Two-tap reporting, red-flag category, referral pathway to the Anti-Human Trafficking Unit, employer account suspension pending review |
| Employment of Young Persons and Children Act | Minimum working age; restrictions on young workers | Hard block on profiles under 18; age derived from NRC, not self-declared |
| Gender Equity and Equality Act No. 22 of 2015 | Non-discrimination | Discriminatory filters and prohibited fields removed at data-model level |
| NAPSA Act / NHIMA Act | Social security and health insurance for eligible workers | Registration prompts, status tracking, compliance tasks for employers |
| TEVETA Act | Vocational training and certification | Certificate validation against the issuing register; accredited-agency programme |
| Zambia Police — Police Clearance Certificate | Criminal record check | Certificate number captured, verified and expiry-tracked; result dated on every profile |
| ILO Convention 189 (Decent Work for Domestic Workers) | International benchmark for domestic work standards | Used as the design benchmark for hours, rest, wages and dignity standards |
Naming that restores dignity
the language mattersWords carry the whole problem. "Garden boy" reduces a grown man with nine years of horticulture experience to a child. "Maid" describes a person by their servitude rather than their skill. SUNGA's entire vocabulary is designed so that a professional can hand their profile to their own daughter without shame.
How we respect human rights
SUNGA is designed and measured against international and Zambian instruments on decent work and human dignity. These commitments are written into our terms of service and reviewed at every release. They are not slogans — they are acceptance criteria: a feature that weakens a worker's dignity, privacy or safety does not ship.

SUNGA
Verified home support. Dignified work. Peace of mind.
The name
recommendedSUNGA — from sunga, the Nyanja/Chewa word for to keep, guard, watch over — the promise a household makes to the person who looks after it, and the promise the platform makes to the professional's record.
It carries three meanings at once, which is why it works:
- Human. It says what the work actually is — keeping — not the servitude the word "maid" implies. Nobody is a "boy" or a "girl" on SUNGA.
- Trustworthy. Keeping is entrusted to people you trust with what matters most. That is exactly the promise of a verification platform.
- Two-sided. Keeping runs both ways: the household is kept safe, and the helper's record is kept safe too — paid fairly, consented, protected.
Alternative names
if SUNGA is taken| Name | Language / meaning | Why it works |
|---|---|---|
| SUNGA | Nyanja/Chewa — to keep, guard, watch over | Recommended. Warm, dignified, two-sided and unmistakably Zambian. See the card opposite. |
| MTENDERE | Nyanja/Bemba — peace, calm | Strong peace-of-mind promise. Soft; can read as a place name. |
| CHISOMO | Nyanja/Chewa — grace, favour | Gentle and dignified. Slightly religious connotation. |
| MOYO | Nyanja/Bemba/Tonga — life | Short, warm and pan-Zambian. Broad meaning, less specific to care work. |
| CHITHANDIZO | Nyanja — help, assistance | Says "help" directly. Longer; harder to spell for non-Nyanja speakers. |
| CHITETEZO | Nyanja — protection, security | Unmistakable safety promise. Less warm; can sound like security hardware. |
| KAKANDA | Lozi — strength / of the family | Distinctly western-Zambia. Regional reach is narrower. |
Brand identity
Palette
Deep green reads as trust, land and steadiness. Copper is the Zambian copperbelt — warm, local, and a deliberate step away from the cold blue-grey of foreign tech platforms.
Voice
- Plain, not corporate. "Your police clearance expires in 42 days" — not "verification lifecycle event".
- Both-sides framing. Never describe only the employer's risk.
- No fear marketing. Sell peace of mind, not paranoia about "your maid".
- No degrading nouns. Ever, in any language.
- Honest about limits. A clearance is a snapshot, and we say so.
Logo direction
The mark is a warm, rounded letter S that doubles as a protective curve around a home — keeping wrapped around the household. It reads as a monogram at small sizes and as a shelter up close.
Avoid: broomsticks, aprons, dusters, houses with roofs, hands holding hands, globe-and-swoosh. Those reduce the professional to the job.
Taglines
- "Your home, kept safe."
Primary — trust and protection - "Verified on both sides."
Trust and fairness - "Who is in your home?"
Employer-facing campaign - "Your work. Your record. Your rights."

Data model
Technical architecture
Client
- Flutter — one codebase, Android-first (Zambia is overwhelmingly Android), iOS later
- Offline-first: SQLite local store, background sync, queue writes when offline
- Data-light: compressed images, aggressive caching, works on 2G/EDGE
- USSD + SMS gateway for feature phones — registration, job alerts, check status
- WhatsApp Business API for notifications — where Zambians actually read messages
Backend
- NestJS or Django + PostgreSQL — relational integrity matters here
- Redis + BullMQ for check queues and retention jobs
- Object storage for documents with envelope encryption, per-record keys
- Append-only audit log (write-once, no UPDATE or DELETE grants)
- Every PII field encrypted at column level with a KMS-managed key
- Field-level access control so a support agent cannot read NRC numbers
Integrations
- National Registration — NRC identity validation (partnership required)
- Zambia Police — clearance verification workflow
- TEVETA — certificate validation against the issuing register
- RTSA — driving licence and record check for driver roles
- NAPSA / NHIMA — registration status checks
- Mobile money — MTN MoMo, Airtel Money, Zamtel Kwacha for wages
- Liveness / face match vendor for anti-spoof identity
- PACRA — agency licence verification

Business model
workers never payRevenue lines
| Line | Who pays | Model |
|---|---|---|
| Household subscription | Employer | Monthly per household |
| Placement fee | Employer / agency | % of first month wage, capped |
| Agency SaaS | Agency | Per roster seat, monthly |
| Verification services | Employer | Pass-through cost + margin |
| Training marketplace | Learner / employer | Commission to platform |
| Insurance commission | Insurer | Referral commission |
| Institutional accounts | Lodges, clinics, schools | Annual licence |
Why households pay
- Replacing a worker who steals or vanishes costs far more than a subscription
- A written contract and documented process removes family arguments
- Expiry tracking means never being caught with a lapsed clearance
- Two-way reviews reveal which households are good employers — and which workers will actually accept the job
Why agencies pay
- Their paper files become a digital, verifiable roster
- Their certificates get validated instantly and lift their people's tiers
- They stop losing placements to unlicensed competitors
- Their upheld-complaint rate becomes a selling point, not a rumour
Why workers stay
- Free, permanently
- A portable, verifiable reputation they own — it survives leaving an employer
- Visibility of who is looking at them, and why
- Evidence when an employer withholds wages
- A way to clear their name if accused
- Training that upgrades their tier and therefore their wage
Risks and how to handle them
| Risk | Impact | Mitigation |
|---|---|---|
| Platform becomes a blacklist that ruins innocent workers | Severe | Flags have no effect until upheld with evidence; full right of reply; appeal; unproven flags never published; employer flag history scored |
| Government integration delays (Police, NRC, TEVETA) | High | Launch with manual ops verification; build the API layer so integrations drop in later without redesign |
| Data breach exposing NRC numbers and addresses | Severe | Column-level encryption, per-record keys, field-level access control, immutable audit log, penetration testing before launch |
| Workers without smartphones cannot join | High | USSD and SMS fallback from Phase 3; agency-assisted registration; WhatsApp flows |
| Employers go off-platform to avoid fees | High | Value stays after hiring — expiry tracking, contracts, payslips, case system, reviews. The platform is not just a directory |
| Unaffordable for the families who need it most | High | Tiered pricing; a subsidised band funded by institutional accounts; free tier for single-worker households |
| Bad actors register as agencies | High | PACRA verification mandatory; premises check; code of conduct; monthly licence re-check; instant suspension on red flag |
| Retaliation against a worker who reports abuse | Severe | Anonymous reporting path; agency advocate at no cost; immediate referral to the Victim Support Unit; employer suspension pending review |
| Legal challenge over defamation from a published flag | Medium | Only evidence-backed, upheld findings published; written reasons; appeal exhausted first; legal review of the publication policy |
What to do this week
Commercial
- Clear the name: PACRA search, domain, trademark class check
- Sign MoUs with 5 Lusaka agencies for the pilot
- Interview 20 households and 40 workers — test the pricing and the rights charter with real people
Legal
- Engage Zambian counsel on the Employment Code, the current minimum-wage order and data protection
- Draft the worker consent text in English, Nyanja and Bemba
- Draft the publication policy for upheld flags
Technical
- Open conversations with Zambia Police and TEVETA on verification access
- Build the consent ledger and audit log first — they are the foundation, not a feature
- Prototype the worker app on a low-end Android device on a 2G connection
Onboarding
Consent is the gateTwo tracks, and neither one is a form-filling exercise. Onboarding is where SUNGA earns the right to process personal data at all — so every step records a lawful basis, a purpose and a retention period before the next step unlocks. Nothing sensitive is collected until the professional has granted that specific consent, and any consent can be withdrawn as easily as it was given.
Worker track — free, always
≈ 9 minutesWhy onboarding is a legal control
- Consent must be explicit and unbundled for sensitive data — identity, biometrics, health, criminal-record checks. One blanket tick is not consent.
- Withdrawal must be as easy as granting. If a professional can consent in two taps, she must be able to withdraw in two taps.
- Notice comes before collection, not after. The privacy notice is shown at the step where the data is asked for.
- Referees are data subjects too. A reference request carries its own notice and lawful basis.
- No fee to the worker, ever. The Employment Code forbids charging a prospective employee — this is enforced in the payment code, not the policy document.

Helpers & Households Gallery
Africa & EuropeGardening, housekeeping and childminding are skilled, dignified work — and the best placements are partnerships of trust and respect. Here are scenes of good working relationships between homeowners and home-support professionals, and of the maid centres that train and place them, across Africa and Europe.
Legal & Policies
ZambiaThe rules that protect every person on SUNGA — workers, households and centres. These sections are written in plain language; the binding versions are the signed contracts and the registered terms of service. Prototype notice: this page is a demonstration of structure and intent, not legal advice, and no statutory figure or period is asserted as current.
1. Terms of Service
SUNGA connects verified home-support professionals, households and registered placement centres. By using SUNGA you agree to: (a) provide true information and consent to verification; (b) treat every professional with dignity — degrading language, discrimination or abuse is a breach and a safeguarding flag; (c) pay agreed wages in full and on time; (d) never ask a professional to work without a written contract; (e) use the platform lawfully and not to evade Zambian law.
Workers never pay a fee to be on SUNGA. Employers and centres pay for verification and placement services under separate schedules. SUNGA may suspend accounts that breach these terms, always with notice and a right of reply.
2. Privacy & Data Protection
SUNGA processes personal data under the Data Protection Act No. 3 of 2021 and the principles of consent, purpose limitation, data minimisation and accountability. NRC numbers, police clearances, medical verdicts and reference details are encrypted, access-logged and never sold. Every sensitive record is read only with the data subject's consent, and every read is logged. See the Privacy & Compliance view for the full control list.
3. Human Rights Commitments
SUNGA subscribes to the Universal Declaration of Human Rights (Articles 23–24), ILO Conventions 189, 138, 182, 100 and 111, the UN Guiding Principles on Business and Human Rights, the Zambian Bill of Rights (Constitution Part III), the African Charter on Human and Peoples' Rights (Article 15), and the Sustainable Development Goals (SDG 5, 8 and 16). These instruments are acceptance criteria for every feature we ship. See the Rights & Safeguards view for the full commitments grid.
4. Worker Protection & Fair Employment
Every placement runs on a written contract under the Employment Code Act No. 3 of 2019: agreed duties, hours, rest, leave, pay and notice. SUNGA templates include fair-wage guidance, rest-day protection, safe working conditions and staff accommodation standards. No child is ever placed or employed through SUNGA (ILO C138/C182). Workers keep their own documents — SUNGA never holds a worker's NRC or passport, and any request to surrender documents is a safeguarding flag.
5. Anti-Trafficking & Zero Tolerance
SUNGA has zero tolerance for human trafficking, forced labour, debt bondage or coercion, under the Anti-Human Trafficking Act No. 11 of 2008. Indicators — withheld wages, withheld documents, restricted movement, threats, deception about the job — trigger an immediate safeguarding flag, referral to the appropriate authorities and cooperation with investigation. Reporting is confidential and protected.
6. Complaints & Dispute Resolution
Every user — worker, household or centre — can raise a complaint in-app or by phone. Process: (1) acknowledgement within 48 hours; (2) evidence-first review with both sides heard; (3) right of reply before any adverse finding; (4) appeal to an independent panel; (5) referral to the Labour Commissioner or police where the law requires. Retaliation against a complainant is itself a breach.
7. Acceptable Use
You may not use SUNGA to discriminate, harass, defame, misrepresent identity, attempt to pay below agreed terms, circumvent verification, or collect personal data for any purpose outside the placement. Reviews must be truthful and respectful; degrading vocabulary is returned for rewording, not published. Automated scraping of the register is prohibited.
8. Company & Contact
SUNGA is a product of Zungula (Zambia), the operator of this prototype. Company registration, PACRA details and the registered office will be published here at launch. For questions, corrections or complaints: support@sunga.zm (placeholder) or the in-app help desk. This prototype is a demonstration build and does not yet offer services.
9. Prototype Notice
This is a design prototype with sample data. No checks are run, no contracts are formed, and no payments are taken from this screen. Figures, fees, periods and penalties shown anywhere in the prototype must be confirmed with the Data Protection Commission, the Labour Commissioner and Zambian counsel before launch.
